| The Countdown to ISF Enforcement Is On – Are You Ready? |

17 Dec 2009 – In January 2009, U.S. Customs and Border Protection (CBP) implemented the Importer Security Filing (ISF) rule, also known as '10+2', which requires U.S. importers to provide 10 data elements and carriers to provide an additional two data elements for each shipment. CBP has since established different submission options that offer importers more flexibility when filing. The first set of elements is due no later than 24 hours before the ocean cargo is laden on board a vessel destined to the U.S. and the final filing is due no later than 24 hours before the vessel arrives at the U.S. port of entry.
CBP's mandated January 26, 2010 enforcement date is just around the corner and whether already filing or still evaluating a filing solution, U.S. importers and logistics service providers should confirm their process and ensure that they have the proper controls and monitoring in place in order to be compliant. The flexible filing options create shifting ISF deadlines that can be challenging to track. CBP has outlined penalties of $5,000 assessed for late, inaccurate, or missing filings, so filers cannot afford to let ISF submissions fall through the cracks.
